Seraing è una città Belga di 64.50 abitanti. Negli anni 60, dopo anni di prosperità industriale, numerose industrie hanno chiuso o rilocalizzato la produzione . Negli ultimi anni l’amministrazione locale ha adottato un masterplan per migliorare la qualità della vita e incoraggiare lo sviluppo economico. Il nostro progetto propone una sintesi critica del masterplan, mantenendo i due corridoi verdi Nord-Sud. Il corridoio verde ad Ovest, viene trasformato in un parco residenziale, mentre quello ad Est è convertito in un parco pubblico, gli edifici industriali inutilizzati vengono riutilizzati come edifici sportivi e per il tempo libero. Nell’area centrale compresa tra i due parchi viene individuato un business park. Data la sua posizione baricentrica, rispetto all’area di progetto ed alla città, quest’ultimo è stato progettato come una parte di città, creando una commistione tra attività produttiva, tempo libero e funzione residenziale. A questo scopo all’interno del business park trovano posto funzioni pubbliche come il mercato coperto e la casa delle religioni. Le piazzole di sosta necessarie alla circolazione dei veicoli ed al carico e scarico, assumono un aspetto mutevole assecondando le diverse attività svolte nel parco nei diversi momenti della giornata. L’impianto a scacchiera del parco permette all’insediamento di evolvere con il passare del tempo.
Design of a housing complex in Seraing, Belgio
Seraing is a Belgian city, of 64,449 inhabitants located on the Meuse river right bank, in the region of Wallonia. Thanks to the exploitation of its coal mines, Seraing became an important industrial city in XIX century. After several decades of prosperity, the time came for restructuring and closures. Nowadays the unemployment rate exceeds 20%. The local administration rose to the challenge of rebranding the city and adopted a masterplan which aims to enhance the quality of urban life, develop new economic and cultural poles, improve the housing, and provide Seraing with a real city centre, which is now missing. Our project proposes a critical synthesis of the masterplan, maintaining the two north-south green flows. The western green flow becomes a residential park, whilst the eastern one is converted in a public park. We propose the immediate re-use of existing industrial buildings as public sport and leisure facilities. A third park is designed between the two green flows: the business park. Because of its barycentric position it has been designed as a real urban area. The area should be lively and frequented even beyond working hours, 24h/24 7days/7. For this reason, we included in the business park some functions that are active at nigh time and during holidays. On the other hand, temporary uses of some spaces are foreseeable too. Furthermore we used a modular structure for the residential and the business parks, because it allows to build in different times, gradually adding modules without compromising the general coherence of the scheme.
